Die zukünftige Rolle der Rehabilitation und deren Finanzierung:
Alte und neue Fragen – mit und ohne Corona-Krise

Zusammenfassung
Das Motto »Reha vor Rente« wird sich bald überproportional in das Motto »Reha vor Pflege«
wandeln und damit auch die grundlegende Frage nach der Finanzierung aufwerfen. Spätestens
zu Beginn der 2030er-Jahre kommt ein »Ausgaben-Bumerang« auf Kostenträger zu. Die Corona-
Krise wird die Probleme dabei noch verschärfen – kann aber auch zu neuen Lösungskonzepten
beitragen. So sind gerade Rehakliniken wichtige Player für die Etablierung neuer, digitaler
Versorgungskonzepte. Hier treten Leistungserbringer der Rehabilitation vermehrt als regionale
Gatekeeper auf. Dafür bedarf es aber neuer Vergütungsmodi. Capitation-Modelle oder auch
Komplexpauschalen können hier zielführend sein. Diese zu implementieren ist wichtig, um der
neuen, bedeutenden Rolle der Rehabilitation in einer sich wandelnden Versorgungslandschaft
gerecht zu werden.

The future role of rehabilitation and its financing: old and new questions -
with and without the corona crisis

Abstract
The motto “rehabilitation before retirement” will soon change disproportionately into the motto
“rehabilitation before care” and thus also raise the fundamental question of financing. By the
beginning of the 2030s at the latest, there will be an “expenditure boomerang” for the cost-bearers.
The corona crisis will exacerbate the problems – but it can also contribute to new concepts for
solutions. Rehabilitation clinics, in particular, are important players in establishing new, digital care
concepts. While rehabilitation service providers are increasingly acting as regional gatekeepers, this
requires new remuneration modes. Capitation models or complex flat rates can be useful here.
Implementing these is important in order to do justice to the new, significant role of rehabilitation
in a changing care landscape.
