NILS – ein Instrument zur sozialmedizinischen Beurteilung auf der Basis der ICF in der Neurorehabilitation

Zusammenfassung
Für die Entscheidungen der Rentenversicherungen stellen die sozialmedizinischen Beurteilungen der Rehabilitationskliniken eine wichtige Grundlage dar. Bisher gab es in der Neurorehabilitation keine empirisch basierten Übersetzungen der sozialmedizinischen Beurteilung in Begriffe der ICF. In mehreren Entwicklungsschritten wurde eine ICF-Kurzform, der NILS (Neurologische Interdisziplinäre Leistungsbeurteilung in der Sozialmedizin), entwickelt. Die Schritte umfassten: a) eine Auswahl von ICF-Items in der klinischen Teamarbeit, b) eine Bewertung und Auswahl durch Gutachter der Rentenversicherungen und c) eine Übersetzung der Begriffe für die sozialmedizinische Beurteilung in Kategorien der ICF. Der daraus entstandene NILS umfasst insgesamt 33 Items, die von verschiedenen Berufsgruppen bearbeitet werden und in einer graphischen Übersicht zusammengefasst werden. Der NILS wird von den Gutachern überwiegend als nützlich bewertet.

NILS – an ICF short form for disability assessment in neurorehabilitation

Abstract
In the German social services the pension funds finance rehabilitation services for those clients whose abilities to continue working are compromised. For decisions regarding either payment of pensions or supporting the employment status a disability assessment is commendatory. This assessment is provided by rehabilitation specialists. Until now there is no translation available between the traditional disability assessment and terms of the International Classification of Functioning, Disability, and Health (ICF). On an empirical basis an ICF short form named NILS was developed. The steps leading to this short form were as follows: 1) Selection of ICF items in the clinical teamwork, 2) a selection and evaluation by experts in social medicine from the medical services of the pension funds, 3) translation of terms of the standard disability evaluation into categories of the ICF. This resulted in the NILS consisting of a total of 33 items. These are distributed among the members of the interdisciplinary team and displayed in an easily understandable graphic. Most experts evaluated the NILS as a useful instrument.
